By now the plugin is suitable for public release. I have implemented the Bowyer-Watson optimized algorithm with static-face filtering.

The plugin is distributed as a Rhino3 .Net plugin. You need the DotNetManager for Rhino3 in order to run this tool. Once installed use the command _DotNetManager to load this dll build.
