This plugin draws a 360 degree environment around your scene including latitude/longitude angles and rose-directions.
It only works in perspective viewports. It comes with two commands:

HemiSphere (toggle the hemisphere display in all perspective views)

HemiSphereSettings (adjust the settings independently of the toggle-state)
